In 2017, the foreign and defence ministers of 25 EU Member States signed the agreement on “Permanent Structured Cooperation”. This “Permanent Structured Cooperation” (PESCO) made the EU's security and defence policy more binding. The Member States undertake to implement selected defence projects jointly. This saves costs and creates synergy effects. In addition, the European pillar in NATO is strengthened.
