Europe today is confronted with a challenging global political environment. The digitalisation of more and more areas of action and conflicts between major powers have led to calls for the EU to engage more aggressively in the digital sphere. These demands are (only) justified if they are understood in accordance with democratic values and multilateral principles and the promotion of an open society. What future scenarios are plausible for the EU’s position amid growing technological rivalry between United States and China?
